        Налице са обективни фактически обстоятелства, изискващи спешно възлагане на поръчката, поради което спазването на срока по чл. 74, ал. 1 от ЗОП е невъзможно и Възложителят определя срок за получаване на оферти 17 дни от датата на изпращане на обявлението за обществената поръчка за публикуване. Обективните обстоятелства са следните: Към настоящия момент не е налице сключен договор за услугата и не са обезпечени ежедневните и периодични доставки на храни за задоволяване на нуждите на специализираните институции и социалните услуги в общността на територията на община Лозница — 5 броя целодневни детски градини, Дом за възрастни хора с физически увреждания, Център за настаняване от семеен тип за възрасти хора с физически увреждания, домашен социален патронаж гр. Лозница. Това води до значителни затруднения за навременното осигуряване на необходимите хранителни продукти и до значителни разходи,предвид липсата на регламентирани срокове за доставка, изисквания за качество и цени на продуктите.
